A mission, a vision, and a purpose!

Shelter of Hope's mission is to provide temporary emergency shelter and housing assistance for individuals and families in need of transitional services leading them to self-sufficiency. Shelter of Hope, Inc services and programs are free of discrimination because of age, race, color, creed, religion, sex, disability, national origin, familial status, marital status, sexual orientation, or gender identity.


Shelter of Hope serves households within the FIVCO community (Boyd, Carter, Greenup, Elliott, and Lawrence County) in Kentucky. Preference is given to literally homeless households, families with children, homeless veterans with or without children, adults with disabilities, and domestic violence victims unable to enter into the local Victim Service Provider. Individual cases will be evaluated upon intake for shelter and housing program assistance. 


OUR PROGRAMS

Our primary goal is to transition homeless individuals and families from temporary housing solutions with supportive services towards permanent housing and self-sufficiency. We continue to increase services to meet the rising demand for affordable low-income housing and to promote community involvement and support through homelessness awareness and education within the community and at the state and national levels. 

  • Continuum of Care Permanent Supportive Housing (PSH) quickly rehouses homeless individuals and families with disabilities. The goal is to minimize the trauma and dislocation of homelessness; to promote access to local assistance organizations; and promotes self-sufficiency among individuals and families experiencing homelessness. Case management is a collaborative and planned approach to ensure households can access services and supports they need to move forward with their lives.
  • Emergency Solutions Grant Rapid Re-Housing (RRH) includes housing identification, rent, move-in assistance, and case management. Rental assistance and services help people obtain housing quickly, increases self-sufficiency, and maintain stable housing. ESG-RRH uses a housing first, low-barrier approach (will not be turned away for lack of employment, income, presence of criminal record, or substance abuse, etc.) to rapidly rehouse those experiencing homelessness. Services provided are tailored to the needs of the household. Case management is a collaborative and planned approach to ensure an individual or a family who experiences homelessness can access services and supports they need to move forward with their lives.


  • Prevention & Street Outreach are essential services that strive to prevent homelessness from occurring and reach out to unsheltered homeless individuals and families, connecting them with emergency shelter, housing, or critical services, and providing them with urgent, non-facility-based care. 
  • Emergency Solutions Grant- Emergency Shelter is a collaborative effort to provide temporary (typically) 90 day shelter for homeless people in need of a place to stay while navigating barriers to housing such as lack of ID, income/employment, Social Security Cards, legal matters, amongst other events affecting their homelessness. SoH uses case management in the shelter to refer clients to needed community resources to promote self sufficiency. 

How do I access Shelter of Hope Services?

Typically, for a homeless person to receive assistance from Shelter of Hope, they must first contact CAReS in The Neighborhood at 2516 Carter Avenue in Ashland, KY or call (606) 324-2949. There the individual or family will be entered into the Homeless Management Information System (HMIS). Applicants will then be placed on a prioritization list according to their assessment. This process helps to eliminate the duplication of services. If immediate shelter is needed, contact The Salvation Army Shelter at 2236 Carter Avenue in Ashland, KY or call (606) 329-2874. There may be a small fee associated with your stay. Those who qualify for housing assistance should expect a call from Shelter of Hope, (606) 324-6700, once they are placed on the housing list. Emergency Shelter placement is made on a case by case basis with preference given to families, disabled, and veterans. For homeless people in Elliott, Lawrence, Carter, and Greenup County please call 606-371-4687 for completion of the KYHMIS Coordinated entry assessment for addition to the service list. 


All referrals must be made to the Assistant Director who can be reached at 606-324-6700 or 606-607-4043, please be advised this is a captioned number due to hearing impairment so there may be pauses between responses.
