About Us

Purpose & Programs


Our mission is to provide temporary emergency shelter and permanent housing assistance for individuals and families in need of transitional services leading them to self-sufficiency and for whom none is available from existing community resources. Provisions will be made without discrimination because of age, race, color, creed, religion, sex, handicap, national origin, familial status, marital status, sexual orientation, or gender identity.

Shelter of Hope will serve households with children and without children, who are residents of the FIVCO ADD area (Boyd, Carter, Greenup, Elliott, and Lawrence Counties, Kentucky). Preference will be given to literally homeless households, families with children, homeless veterans with or without children, adults with disabilities, and domestic violence victims unable to enter into the local Victim Service Provider.



Our primary goal is to transition guests from emergency, temporary housing and supportive services towards permanent housing and self-sufficiency. We continue to increase services to meet the rising demand for affordable low-income housing and to promote community involvement and support through homelessness awareness and education.


  • TEMPORARY EMERGENCY HOUSING includes 10 fully furnished 1 & 2 bedroom apartments. Guests receive assistance with food from our pantry, household furnishings and supplies, and personal hygiene items.

  • HOME TBRA (Tenant-Based Rental Assistance) supplements a household’s rent until a HUD Housing Choice Voucher is approved.

  • RAPID RE-HOUSING offers assistance with locating housing, security and utility deposits, and rent.

  • CoC (Continuum of Care) refers to the comprehensive approach of addressing homelessness by providing a continuum of housing programs and services including: outreach, intake, and assessment; emergency shelter services; transitional housing services; and permanent supportive housing for people with disabilities.


For a homeless person to receive assistance from Shelter of Hope, they must first go to CAReS in The Neighborhood. There the individual or family will be entered into the Homeless Management Information System (HMIS). Applicants will then be placed on a prioritization list according to their assessment. There are no exceptions to this process, which helps to eliminate the duplication of services.
